What Is the Legal Basis of Nstp Program and Its Salient Features

Eighteen (18) years have passed since the enactment of Republic Act 9163, known as the National Service Training Act of 2001, which went into effect in the 2002-2003 school year. The NSTP Act of 2001 aimed to improve civic awareness and youth advocacy readiness through the development of an ethic of service and patriotism, while complementing training in one of its three (3) program components: (1) the Reserve Officer Training Corps (ROTC), (2) the Literacy Service (LTS) and (3) the Civic Welfare Training Service (CWTS), which has been specifically developed to improve the active contribution of young people to general well-being. The unforeseen balance of the fund is carried forward to the following six months; provided, however, that NSTP funds are not converted into savings at the expense of successful program implementation. There have been several precedents for the National Service Training Programme (NSTP) Act 2001. These include the “Literacy Service” – is a programme designed to train students to become literacy and numeracy teachers for schoolchildren, out-of-school youth and other parts of society who need their services. The Civic Welfare Training Service focuses on activities that have a social impact through activities that could contribute to “citizen health, education, the environment, entrepreneurship, safety, recreation and morale,” so the CWTS component of the NSTP emphasized the importance of youth engaging in broad programs or activities that benefit people. While CWTS has focused on programs to improve people`s lives, the Literacy Service has a more limited but equally useful purpose, which is to “train students to become literacy and numeracy skills teachers for schoolchildren, out-of-school youth and other parts of society who need their services.” LTS therefore specializes in educating people and strengthening the education sector to empower people through education. The National Service Training Program (NSTP) is aimed at students in higher education and amends RA 7077 RA 1706 to improve civic awareness and youth advocacy readiness through the development of service ethic and patriotism. As a member of the NSTP facilitators, the researcher wishes to learn more about the role of NSTP and NSTP students in promoting and implementing the NSTP goal in a specific community to improve lives and ensure a healthy environment, which is the main goal and mission of DLSAU-NSTP and the so-called sustainable community. The researcher uses the community-based participatory action research (CBRN) model, to be more precise, the targeted group discussion (FGD) model, to know exactly what the community`s existing situations and problems are. Communities in the Ipo, Norzagaray, Bulacan Dam watershed, DLSAU NSTP and NSTP students, and DENR are focusing more on economic security, one of the elements of a sustainable community, i.e. the education and livelihood program needed to create and achieve a sustainable community.

Therefore, this research is based solely on active cooperation between the researcher, the university, the government, institutions or groups of people, especially the community in the field concerned. By helping together, we provide a solution to the needs of the community and give the best possible programs and projects, that is, giving them a quality education and a noble livelihood program that benefits people to achieve a sustainable community. RA 9163A establishing the National Service Training Program (NSTP) for Higher Education Students, amending Republic Act No. 7077 and Executive Order No. 1706 to that effect. What are the NSTP components of the National Service Training Program? The Reserve Officer Training Corps (ROTC) is designed to provide military training to tertiary level students to motivate, train, organize, and mobilize them for national defense readiness. The Civic Welfare Training Service (CWTS) refers to activities that contribute to the general well-being and improvement of the lives of community members or to the improvement of its facilities, especially those that are dedicated to improving the health, education, environment, entrepreneurship, safety, recreation and morale of citizens and other social welfare services. The Literacy Service (LTS) is designed to train students to teach literacy and numeracy skills to schoolchildren, out-of-school youth and other sectors of society who need their services.

Who is covered by the NSTP Act? All new first-year female students from the 2002-2003 academic year (SY) enrolled in any bachelor`s degree and at least two (2) years of technical-vocational or associate courses, must complete one (1) NSTP component of their choice as a condition of completion; All higher education, technical and vocational institutions must offer at least one (1) of the NSTP components. State Universities and Colleges (SUC`S) must offer the ROTC component and at least one (1) additional NSTP component. The Philippine Military Academy (PMA), the Philippine Merchant Marine Academy (PMMA), the Philippine National Police Academy (PNPA) and other SUCs of a similar nature are exempt from the NSTP due to the special nature of these institutions. Private colleges and technical and vocational institutions with at least 350 student-students may offer the ROTC component and therefore establish/maintain a Department of Military Science and Tactics (DMST), subject to the current rules and regulations of the Armed Forces of the Philippines (AFP). No fees are charged for any component of the NSTP, with the exception of basic tuition, which must not exceed fifty-50% of the school`s tuition per academic unit. NSTP`s accumulated tuition fees form a trust fund that is used solely for the operation of the program. “Civic Welfare Training Service” – means programs of activities that contribute to the general well-being and improvement of the lives of community members or to the improvement of its facilities, in particular those devoted to the improvement of the health, education, environment, entrepreneurship, safety, recreation and morale of citizens; and The entire NSTP program weighs six (6) credits and must be taken for two (2) semesters occupying three (3) credits per semester. Each component of the NSTP is completed for an academic period of two (2) semesters (NSTP 1 and 2) or an equivalent one semester integrated course (NSTP 1-2). The time allotted for NSTP courses per semester is 54 to 90 hours. Each class is treated as a normal class structure, with 40 students per class and for additional students, the multiplier applies.

The NSTP Director or equivalent submits to the Superintendent a comprehensive report on the use of the NSTP by program component two weeks after the end of each semester. SECTION 8 Fees and Incentives. Higher education institutions and technical and vocational institutions do not charge any fees for any of the components of the NSTP, with the exception of undergraduate tuition, which can be more than fifty (50%) percent of what is currently charged by schools per unit. The Coordinating Council of the Private Association of the Philippines (COCOPAP) and other relevant government agencies may design and implement such other program elements as may be required in accordance with the provisions of this Act. As a unit of the university, the NSTP primarily manages the components of the NSTP, which are credited for an academic period of two semesters 3 credits, which corresponds to 90 hours of training per semester, as a basic requirement for the completion of all bachelor`s degree programs. The Civic Welfare Training Service (CWTS) is a program that contributes to the overall well-being and improvement of the lives of community members or to the improvement of its facilities, particularly those dedicated to improving health, education, the environment, entrepreneurship, safety, recreation and morale. and other social welfare services. The Reserve Officer Training Corps (ROTC) is a program implemented under sections 38 and 39 of Republic Act No. 7077 and aims to provide military training to higher education students to motivate, train, organize and mobilize them for the preparation of national defense.
